From the supplier: The 22% unemployment rate of urban black males was attributed to social problems, the current transformation of the US economy and a culture of dependency. Since unemployed persons tend to be poorly educated, educational programs which would match education to skills in demand were proposed. A policy which would address the problem of skills mismatch solely with human capital investments was, however, rejected. It was argued that policies which would promote full employment, provide financing for urban housing and infrastructural development would be more effective in addressing the problem of black unemployment.
