Unemployment remains a major problem for economic policy at the beginning of the millennium. Taxes and Unemployment investigates how tax policy affects labor market outcomes in industrialized countries and to what extent it can be used to combat unemployment. In particular, the wage and employment consequences of tax rate variations, the impact of changes in tax progression and of comprehensive tax reforms are analyzed. It is shown that the employment effects of tax policy depend crucially on the institutional features of the labor market. These features are often country-specific and include the strength of collective bargaining institutions relative to other mechanisms of wage determination, the tax treatment of the jobless, the legal incidence of taxes and the exact specification of the tax system. The study provides a comparative empirical analysis of the dynamics of unemployment in the United States and West Germany. Based on longitudinal data and recent microeconometric methods, the analysis discusses different explanations for both the higher inflow into as well as the higher outflow from unemployment common in the United States. Despite cross-national differences in terms of the skill distribution and patterns of economic restructuring across industries and occupations, the study stresses institutional explanations for the observed country differences. Most importantly, more flexible U.S. labor markets contribute to higher labor turnover, resulting in both lower levels of job security, higher vacancy levels in external labor markets, and higher competitiveness of unemployed job seekers. Unemployment insurance, in turn, has only small effects on unemployment duration, yet contributes to smaller scar effects of unemployment among German workers. ... Read more

From the supplier: The 22% unemployment rate of urban black males was attributed to social problems, the current transformation of the US economy and a culture of dependency. Since unemployed persons tend to be poorly educated, educational programs which would match education to skills in demand were proposed. A policy which would address the problem of skills mismatch solely with human capital investments was, however, rejected. It was argued that policies which would promote full employment, provide financing for urban housing and infrastructural development would be more effective in addressing the problem of black unemployment.
