It is certainly accesible to graduate students, and not just to experts in the field(s). Supplementary reading might consist of:Halperin, Felix and Thomas, _Rational Homotopy Theory_, a very recent publication by Springer, and the older Griffiths and Morgan, _Rational Homotopy Theory and DifferentialForms_, Birkhauser.
