Despite these record losses, the soft insurance market will unlikely change because of the industry's large surplus. First National Bank of South Miami, for example, stayed open because its generator was fueled by an underground gas tank built 28 years ago. The bank also paid initial expenses for employees to rebuild their homes. Bank of Commerce opened a temporary branch through its subscription to a mobile bank branch service after losing part of its roof in the storm. Other bank contingency plans included backup data centers and interest-free loans for employees.
